In most organisations, retirement starts as a practical problem — a store room filling up, a floor that has to be cleared, a refresh that has already been signed off. It becomes a governance problem the moment someone asks where forty laptops went, and the honest answer is that nobody wrote it down.
The hard parts are rarely technical. They are the data-bearing drive nobody logged, the leased unit that should never have been collected, the collection that slipped because the goods lift was booked, and the disposal that cannot be evidenced when the auditor asks six months later.
